A public place can often be used for a risqu� photo shoot if the shoot is held very early when nobody is around. Just schedule a shoot early when using public location as a photo location.

A photographer wanted to create a fun photo that showed a naked guy doing his laundry in a laundromat. So, he found an unstaffed laundromat near the Ohio State campus.

He scheduled the shoot for 5AM when the Ohio State area laundromat would be deserted and completed the shoot before any customers arrived. At any other time, customers would have been in the background and the model would have been undressed around customers.
