Photo shoots held outdoors attract enough attention - even when a model is fully clothed. Models posing outdoors in underwear need to remember not to attract attention. The more bystanders who notice your shoot, the more chance someone will complain.

Anyone seeing a muscular guy wearing a towel outdoors is definitely going to pay attention. But, it is not good to attract a lot of attention for a photo shoot.
When bystanders see a towel, they get curious!
Instead, wear a pair of loose-fitting shorts - such as hospital Scrub Pants or lace-up shorts. Then, let the shorts drop down to your ankles just prior to the start of your shoot.
Now, someone walking by this photo shoot would wonder... Why in the heck is that guy over there walking around in a towel? Towels are for bathrooms!
If the model wore cut off medical Scrub Pants, they would not seem so unusual.
So, wearing a towel at outdoor shoots is not wise because tons of people will take notice. Wearing shorts does not attract as much attention as a towel.
